All the OSSMC staff members are State-certified Long-term Care Ombudsmen.
Elizabeth (Tippy) Irwin, is the Executive Director
Tippy has worked with the elderly for 13 years. Prior to coming to the Bay Area, Tippy initiated a successful Volunteer Caregivers Program in a small Appalachian town in upstate New York, -providing in-home supportive services to elderly clients living at home. She has a BS in Business Management. Tippy joined the staff of OSSMC in 2001.
Judith Guilfoyle, is a Regional Coordinator
Judith has over 18 years experience as an Ombudsman with this program. She began her career as a volunteer and shortly afterwards joined the staff. Judith is certified in Gerontology from San Francisco State University and also has her Certification in Conflict resolution. Judith is responsible for a group of volunteer Ombudsmen who report to her. In recent years, together with Bill Rodenspiel, she has also taken on the responsibility of working with our adult developmentally disabled clients.
Nicole Howell, Volunteer Coordinator
Yolanda Kohnert, is the Senior Regional Coordinator
Yolanda has a Nursing Diploma and a master’s degree in Counseling Psychology. She is the former Director of the Crisis Intervention & Suicide Prevention Center of San Mateo. Yolanda has also worked for a number of years in a variety of capacities in the long-term care industry. In addition to providing support to the Executive Director, Yolanda is responsible for supervising a group of volunteers assigned to facilities in Central San Mateo County. She joined the Ombudsman Program in 1998.
Nicki Manske, is a Regional Coordinator
Nicki joined the program in 2002 as a volunteer Ombudsman. In April 2002, she became the Coordinator of Volunteers. In June 2007, she accepted the position of Regional Coordinator for South San Mateo County, working closely with a group of volunteer field Ombudsmen assigned to that area. She has a degree in Human Relations and has worked in the commercial sector as a Sales Director, Regional Manager, and VP of Operations.
Bill Rodenspiel, is our Abuse Specialist
Bill joined the program in 2005. He is a retired police sergeant, having served over 31 years with the San Bruno Police Department. Bill is an experienced investigator and trainer. His current caseload includes working with the adult residential facilities for the developmentally disabled. He is also a liaison between the OSSMC program and local police departments. In addition to the above, Bill lends his expertise to working on cases involving elder fiduciary abuse
